Question(s):
If one is travelling and becomes a musafir, then they intend to travel further but due to a lockdown of 21 days, they are unable to do so. If they had the intention of travelling with whatever chance/flight they would have got, will they read Qasr or full Salah?

In the Name of Allah, the Most Gracious, the Most Merciful.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.

The main principle to consider in this regard is that: A Musafir will not become a Muqeem until he firmly intends to stay at a place for a period of 15 days from the time he makes this intention.

Thus, in this scenario, when a person stops at a place intending to stay less than 15 days, as is the case here where the individual plans to travel again. Every day he makes the intention of leaving as soon as possible, but he still does not leave, due to circumstances (lockdown etc). In this way, 15 days, 20 days, a month or even more pass, but he did not, at any point, make the firm intention of staying there for 15 days. In this case, he will remain a Musafir regardless of how many days he actually stays at that place. Thus, he will read his Salah as Qasr. [1]

Note: This explanation is based on the assumption that the person has not made the intention to stay for 15 days. If he has made the firm intention to stay but claims that he has not made the niyyah (intention), he will have to read the full Salah.

تو انیس دن پر عمل ائمہ اربعہ میں سے کسی کا بھی نہیں، اور ائمہ اربعہ اس کو اس بات پر محمول کرتے ہیں کہ آپ نے انیس دن تک بغیر نیت اقامت کے قیام فرمایا۔ اتمام اس وقت واجب ہوتا ہے جبکہ آدمی پندرہ دن تک اقامت کی نیت کرے، لیکن اگر پندرہ دن تک اقامت کی نیت نہیں کی کہ ہر روز سوچتا ہے کہ کل جاوں گا پرسوں جاوں گا یا اس نے کوئی نیت نہیں کر رکھی کہ کب جانا ہے تو اگر سال بھی گزر جاۓ تو قصر ہی کرتا رہے گا، تو یہاں پر آنحضرت ﷺ نے اس بناء پر قصر فرمایا کہ آپ ﷺ نے مدت اقامت متعین نہیڻ فرمائی تھی
