Question:
A woman in Ihram covered her face with her scarf for 10 seconds (less than 1 hour). What is the penalty?
Answer:
In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
If a woman in the state of ihram covered her face with her scarf for a very brief period (approximately 10 seconds, which is less than one hour), then the expiation is to give a small amount of Sadaqah to the poor. No other penalty is necessary.

(واللبس) أي وإلا في اللبس إذا كان (أقلَّ من ساعة، ففيها) أي في الصور المذكورة ونحوها (يُطِعم شيئاً) أي من الصدقة (ولو يسيراً) أي ولو كانت قليلة، لحديث: ((تمرة خيرٌ من جَرَادة)).

والغالب في نساء أهل مكة لبسُهنّ البَرَاقع حيث خروجهن إلى الركوب، فإذا ركبنَ كشَفْن وجوههن لركوبهن في الشَّقَادِف المستورة، فلا يستمر سترُ وجوههن، بل يكون ذلك في كلِّ مرة أقلّ من ساعة فلكية ، فحيث كان ذلك يلزمهن لكلّ مرة قَبْصة من طعام كما سيذكره اه.

ایک گھنٹہ سے کم وقت ہو تو اسکی جزاء میں اختلاف ہے کہ نصف صاع صدقہ واجب ہے یا ایک مٹھی ہجر، شامیہ اور دوسری کتب فقہ میں قول اول کو ترجیح دی گئی ہے، اور کتب مناسک میں دوسرے کو، اول احوط ہے اور ثانی اوسع ، بار بار ابتلاء کے وقت اس پر عمل کرنے کی گنجائش ہے، فقط واللہ تعالیٰ اعلم

Note: It should be noted that there is an alternative view mentioned by Ibn ‘Abidin and other jurists regarding this matter – namely, giving Sadaqatul Fitr amount for the poor. However, as alluded to by the senior jurist of the Indian Subcontinent, Mufti Rashīd Ahmad Ludhyānwī (d. 1422 AH), due to the difficulty faced by women in completely avoiding the cloth of the niqāb or scarf from touching the face momentarily – for example, due to wind or other unavoidable circumstances – the ruling of giving a small amount of Sadaqah in such cases provides practical ease and consideration of the difficulty involved.
